I was surprised at Friday's (April 15) morning meeting to learn that the unclassified paper on Soviet Civil Defense had been printed and is ready for distribution. I have not seen it (I did see one version supplied byl P. Since the paper has been produced with the express purpose of making it available to the news media and public, I think it might have been profitable if we.had seen it before printing. 2. I know this was not a conscious effort to cut us out and don't wish to give that impression. However, I think a brief reminder from you to the morning meeting attendees might head off possible problems or embarrassment in the future. To that end I attach a rough draft of a memo for your consideration.
