MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Interview with Jim Klurfeld and
Marty Schram, NEWSDAY
FROM:
1. You are scheduled to meet with Jim Kiurfeld and
Marty Schram (bureau chief) of NEWSDAY on Friday, 1 July at
10:15 a.m. All remarks will be on the record and both NEWSDAY
and I will tape the interview.
2. They are working on an in-depth article on the assessment
of the intelligence product. It sounds like they are doing a
piece taking off where TIME magazine left off. Schram says they
have talked to a number of top policy officials who have Indicated'
they are not entirely pleased with the intelligence analysis they
receive. They said sometimes it is very good but sometimes it
is not at all what they want to get. Schram said the other
people they interviewed cited political analysis as the worst.
3. Schram says he also knows of instances when policymakers
were given good intelligence which they did not choose to use, either
because of geopolitical reasons or did not believe the intelligence
they were given or just did not understand it. One example he
cited was the oil embargo of 1973. Schram says NEWSDAY understands
the Intelligence Community predicted the embargo but the Administration
did nothing-with the information. I will check on the validity of
this before the interview tomorrow.
4. They would also like to discuss problems of the intelligence
world and any plans which you may have to improve the intelligence
product. They said they would not get into problems at the Agency
or discuss reorganization of the Intelligence Community.

5. Two of the people they identified as having interviewed
are Dr. Brzezinski and Secretary Vance. who sat
in on Dr. Brzezinski's interview says he talked in very general
terms and indicated that technological collection is probably
better and more reliable than other means. NEWSDAY asked how
Brzezinski assured objectivity and what he did to get the best
possible analysis. NEWSDAY asked for copies of the INR and CIA
daily intelligence publications which, of course, were not
provided, nor did Brzezinski give a comparative analysis of the
two. Secretary Vance's public affairs people told me that no
one sat in on the interview so they could give me no idea of
what was discussed (unbelievable!).
