While I would hope not to limit what you might want to talk about, I would suggest touching on relations between the Agency and the Department of State, the parallel and conflicting interests of the intelligence and diplomatic communities, and what we can all do to improve our working relationship in our common cause. The Open Forum is a membership organization- whose goals are to foster openness, creativity, discussion and dissent in the foreign policy process. We seek to further these ends through meetings with distinguished outside voices, our own discussion and working groups, and memoranda and policy papers to the principals of the Department. If acceptable to you I would like to include our customary question and answer session following your remarks. Our meetings with speakers are open only to employees of the four public foreign affairs agencies and are strictly off the record. If it would help you* make your points we can also classify the session and ask for State Department ID at the door, if this level of security is enough. We usually have a small luncheon with specialists interested in the field following our speaker session, and hope you could join us for this as our guest also.
