In a memorandum from at.ed 1?: February 1977, he
listed additional items on which you wanted specific answers or citations.
One of the items was assigned to the Office of General Counsel. It was as
follows:
What changes in Executive Order 11.905 have been
made by the Carter Administration? Has a new
Executive Order been issued to confirm these
changes? In particular, he wished to, know what
effect these changes will have on the CFI and the
role of the DCI.

Changes Effected in Executive Order 11905
Only two changes have been made thus far in. Execuf.%ve Order 11905,..
A new Executive order has not been issued to confirm the ~c: changes.
Presidential Directive/NSC-2, dated 20 January 1977, reorganized
the National Security Counsel system and created, under the National
Security Counsel, the NSC Policy Review Committee ?l .C) and the NSC
Special Coordination Committee (SCC). By memorandum of 26 January
1977 the Assistant to the President for National Security affairs announced
that the full functions and responsibilities of the Committee on Foreign
Intelligence (CFI; would be assumed by the NSC Policy Review Committee
and that the full functions and responsibilities of the Operations Advisory
Group (OAG), would be assumed by the NSC Special Coordinating CarnmWee,
in addition to the other functions of these committees . That memorandum
advised that otherwise Executive Order 11905 remained in full effect.
Note: Any further changes to E.O. 11905 are pending the results of
Policy Review Mernorandum/NSC--l I still in draft. A copy of the
draft PRM/NSC-11 is attached for. the National Security Council. Action. /
