1. Attached are additional questions from Admiral Turner
received 10 February 1977. The answers to these questions will be
used by him in preparation for his confirmation hearings.
2. Note that question (1) for the Acting DCI (see enclosure)
is to be prepared by DDI in coordination with D/DCI/NI, and that
questions (1) and (3) for OGC are to be coordinated with D/DCI/IC.
3. Please ensure that your answers to the attached questions
Are received by me by COB 14 February 1977 for transmittal to

QUESTIONS FOR THE GENERAL COUNSEL
1. I understand that the Ford Administration opposed
having the Select Committee on Intelligence write a new
,rt_er for the Intelligence Community. Apparently the
Ford Administration preferred to handle such changes as
were needed by means of an Executive Order. Would you
please outline for me the pros and cons of further
delineation of the Community's charter by means of
legislation or Executive Order. Would you then also
state the current position of the Community and then
state what you think I should say if interrogated on
this subject.
2. I hear more and more about a possible lawsuit against
Mr. Helms. Would you please give m the ac grown on
t'ia- Would you also give me any suggest comment I make
if this comes into my confirmation hearings.
3. I hear a lot of discussion about the wiretappingbl
I assume this primarily concerns the FBI. you give
me a rundown on the bill and its implications for us.

2. He indicated that the following document presented a
more balanced view:
a. "Post Mortem on Middle East Estimates: The
Soviet Sector" by Dr. Joseph Churba. Dr. Churba is
reportedly a former employee of Air Force Intelligence.
The Congressman told me that copies of Churba's work are
in the hands of Colonel Jack Morris (OX7-1O92).
4. ;Please do our own independ ? is of theme

to present differing views or conclusions on the subject.
