Dear Bob:
One of the highlights of my tenure as Director of
Central Intelligence was setting the Committee on. Foreign:
Intelligence on its feet and making sure that ft stayed, on
-the right track. I could not have done this wifl)out, 'the
cooperation of you, Dan Murphy, and Bill Hyland..
As we all know, the imposition of a new structure
on existing mechanisms can be stressful, and the. establish-
ment of the CFI was no exception. However, despite some .
dire predictions by seasoned bureaucrats, we did produce
the first National Foreign Intelligence Program. Budget in
history. As Chairman of the CFI, I am grateful for your
help and support.
. May I also take this opportunity to wish you well in,
the nays
