Thank you for your letter concerning the Educational Aid
Your generous participation over the years has played a
significant part in the success of the.. Fund and your continued
interest is most appreciated. You may be interested in know-
ing that the Selection Committee recently recommended to the
Board of Trustees that a very deserving young lady be granted
$2,000 under the special EAF Award established in your name.
She plans to enroll in college this fall and her goal is to
attend medical school in order to contribute something of
significance to society. This young lady exemplifies the
type of students who have received the John A. McCone Award
during the past six years.
In. an effort to achieve- the financial goals of the Fund
through "in house" participation, we have been encouraging
more of this type of input-and, as you noted, we have done
pretty well. Consequently, I do not believe that your very
generous offer to give another dinner would, in all sincerity,
be necessary.
Although we are not seeking outside assistance for the
Fund at this time, your long and. intimate association with us
does not, I feel, place you in that category. Therefore, we
would be happy to accept your continued pe-rsonal support and
can assure you that it is being used for a most worthwhile
purpose.

Regarding Educational Aid Fund
REFERENCE Employee Bulletin No. 574, dtd 1 11arch 77,
Titled:.. Educational Aid Fund
1. Action Requested: That you sign the attached letter
to Mr. John A. McCorie i.n response to his request for the cur-
rent policy with regard to the Educational Aid Fund (Fi.AF) .
2. Baclkgr.ound: The I'AF is a'voluntary association which
was formed in October 1963 to provide financial assistance to
dependent child.-en of current, retired and deceased Agency
employees, who are attending or about to attend institutions
of higher learning. All such assistance is awarded. on a corii-
pet:itive basis in the form of interest-free loans and. grants.
Since its inception PAP has awarded 448 scholarship grants and
loans totaling $295,000. An Employee Bulletin (copy attached)
was issued in March 1977 summarizing the operation and history
of the program.
The Fund receives the preponderant part of its con-
tributions in the form of small donations made during the
general. solicita.t:ion of the CIA employees concurrently with the
annual Combined Federal Campaign. The first appeal for con-
tributions was made to Agency employees during the 1964
Campaign. Outside contributions were :requested in subsequent
years; .
On 16 November 1970, Mr. McCone agreed to give $50,00()
to EAF over a period of ten years and to undertake a fund-
raising campaign in New York in February 1971 among alumni and
others interested in intelligence activities. The latter
included business friends and associates of Mr. McCone who were
affiliated with some of the largest corporations in the United
States. The highlight of the campaign was a dinner hosted by
Mr. McCone at the Links Club in New York on 10 February 1971.

Fund, Since his commitment in November 1.970 to support the
und, Mr. McColxe has contributed $5,000 each year in 1971,
1972, 1973 and 1974. When he last offered to give another
fund-raising dinner, considerable attention ~ as beintg
the Agency and Possible- Connect ions Wi th large coroorati oils.
