1. This m rands submits recommendations for your approval; these
recomendations are contained in paragraph 5.
2. We have reviewed the proposed organization of the Historical
Staff, reference (b)., and concur in the reccm3mended classification of all
positions below the aupergrade level.
3. In the recent Survey of Supergrade and Scientific Pay Schedule
Positions, approved by you on 8 January 1969, the position of Chiefs
Historical Staff was established as a GS-16. The position of Deputy Chief
was not included in the survey.
The review we have made of the functions and responsibilities of
the Historical. Staff does not clearly support a higher ranking for the
position of Chief or s-upergraede classification for the position of Deputy
Chief, It many be considered, however, that the nature of qualifications
required for these jobs i.e. familiarity with all programs and activi-
ties of the Agency- is such as to justify higher grades.
5. If you consider that the functions cannot be effectively perform-
ed except at the GS-l7 and GS-16 levels, approval as Chief, Historical
Staff GS-17 and Deputy Chief, Historical staff GS-16 in recommended. This
would increase total supergrades and M's in the Office of the Director
and the total euthorizatio
