NOTE TO : Ben Evans
The attached is a memorandum required by DOD to permit
continued assignment of military officers to meet anticipated
Agency and ICS requirements. The memorandum identified by
Tab B was based on Agency requirements prior to the new ICS
military look.
The current military detailees to ICS have been utilizing
head room previously approved for other Agency requirements.
This new request is to establish a head space requirement on
DOD to accommodate ICS and would then "free up" the other '
Agency head room now encumbered by detailees to ICS. Please
note this document alone does not cause a cost charge for the
Agency, only when an officer is actually assigned do we incur
such obligation; nor does the approval of this request negate
our Agency head room responsibilities. As you and I have
discussed earlier, it may well be that ICS will not be permitted
to bring aboard any increase in personnel, however, this
memorandum would permit them the flexibility to substitute
military types for some of their civilian types. As of this
time the initial authorization for the Agency is "chock-a-block"
and this approval is required to permit bring"*aboard three
other military already identified.
