(To Effect the Optimization of Resource Allocation, Improve Intelligence Products and Manage Selective Activities, e.g., Information Handling) THE PROCESS 1. Evaluation and review of Intelligence Community programs, products and performance. 2. Participation in program development and resource review of US intelligence activities. 3. Initiation and conduct of selected studies or participation therein for product improvement, resource allocation, and planning purposes. 4. Provision of secretariat support to the DCI committees and councils (USIB, I RAC, R&D Council, etc.). 5. Direction and management of selected USIB committees. 6. Development and preparation of DCI planning documents, key intelligence questions, and participation in the related process of review and evaluation. 7. Monitoring the effectiveness of collection against specific Intelligence Community or consumer requirements in coordination with the USI B committee structure. 8. Review and sponsorship of new methodologies for analysis, information handling and processing, and intelligence dissemination systems. 9. Support of the Director in all aspects of his Community responsibilities including the protection of intelligence sources and methods throughout the Community. 10. Development of methods to maximize the national/tactical interface and mutual support. 11. Drafting, coordination and promulgation of NSCIDs, DClDs, and other DCI documents as assigned. 12. Conduct of DCI liaison and coordination on Intelligence Community matters (OMB, State, NSA, DIA, NSCIC, USIB/IRAC Committees). 13. Preparation and monitoring progress of DCI substantive and management objectives for the Intelligence Community. 14. Design of systems which provide to the DCI full visibility of Intelligence Community assets, resource utilization, priorities, and performance, including the development and maintenance of an appropriate data base. 15. Review and propose refinements of Community management practices. 16. Provision of in-depth support to the DCI in relation to his EXCOM responsibilities. 17. Coordination of DCI position papers on Community matters, as well as cross-program activities of the Community agencies. 18. Direction of IC Staff endeavors. S-E-C-R-E-T DCI Community Directives and related instructions. DCI policy and resource guidance for US intelligence activities including Key Intelligence Questions (KI Qs) DCI National Foreign Intelligence Budget recommendations. f DCI Community report to PFIAB. DCI reports to Congress on the Community's programs and resource requirements. DCI position papers on a wide range of Community substantive and resource issues. DCI guidance to the Community, including Presidential and Management Objectives. Supporting documentation and secretariat support for NSCIC, USIB, I RAC, R&D Council, etc. Progress reports to DCI and 0MB on Community substantive Special studies, reports conclusions and recommendations on Community matters. Inventories and reports on work in progress by selective DCI committees and councils. I am anxious now for the entire Federal Government to press toward meeting the goals for fiscal year 1974 and to deter- mine a new set of objectives for fiscal year 1975. It is particularly important that during the remainder of this fiscal year you con- tinue to strengthen your role as leader of the intelligence community. You have made considerable progress during the last six months in strengthening your personal staff, in redirecting intelligence production to be more sensitive to consumer needs, and in restructuring intelligence organizations and processes. Your success in achieving these objectives should have a lasting impact.on the responsiveness and quality of our in- telligence activities. Looking ahead, I would appreciate it if you would send me your recommendations for fiscal year 1975 by early June. I recognize that, in many instances, the objectives will be a further refinement and elaboration of the long-term goals I enunci- ated for the intelligence community in 1971. I am particularly concerned that the link between substantive intelligence needs and intelligence resources be clear- ly understood and evaluated. You should also continue your efforts to advise me of the needs of the intelligence community by submitting through OMB an annual con- solidated intelligence program budget including tactical intelligence. I also hope that you will consider ways to ensure that all intelligence, regardless of the ?level at which it is collected or used, is properly integrated to produce the best possible results. Managing toward specific goals is a rather new concept for many people within the Federal Government, but I think it can be a highly effective tool for improving our services to the American people, and I want to thank you for your continuing efforts to carry it forward.
