1. This one you won.
2. On 15 August you were presented with a request to
authorize distinctive identification for ICS and NIO personnel,
i.e., liaison identification as well as distinctive entry
badges for the building.
3. On 20 August you returned to me the proposal with the
following note:
"Is this realms a good idea?"
4. As I told you on 23 August, I would convene all parties
and review the bidding. I have so done. We now all. agree this
really is not a good idea, and the request is withdrawn.

Re DDA's Meeting on ICS/N10 badges and ID cards
Attending - Blake, Carver,

Mr Blake opened meeting by stating that its sole purpose was
to reply to Mr Colby's query re the necessity of issuing
distinctive badges and ID cards to NIO and ICS.
Both Mr Carver andl both indicated their belief that STAT
neither of their respective staffs had any requirement for
distinctive ID cards. Carver indicated further that NIC had-no
need for a distinctive badge.
I did indicate that the ICS would prefer distinc- ,,S
tive badges for all its personnel. In part he offered as rationaleTAT
his staff's need for symbols distinguishing its relationship to
to DCI from that to the CIA. This reasoning, as well as several
other minor ones, were successfully challenged by Mr Blake and
Mr Kane, both arguing largely that badges are no more than access
gaining devices. (Both also cited the pending change in the
agency's badge system and the limit on badges to be employed.)

Although there was some further discussion of the ICS's need
for symbols, role and relationship identifiers, all agree and
concluded that:
a) No distinctive badge or ID card was necessary,
b) NIO and ICS will continue to utilize CIA badges
as appropri(,.te,
and c) A review of ICS detaiZees be conducted to deter-
mine who might more appropriately be issued regular
CIA badges as opposed to VA/B badges.
