Sanitized Copy Approved for Release 2010/05/25: CIA-RDP80M00165A002900090121-1 NEW Or.~nization and Role in the Community lttt roduction The work of MPRRD centers on an appropriate balance of community-wide resource allocations consistent with National Foreign Intelligence Program requirements. it is the only staff element in the intelligence community charged with the responsibility for overview of total resources. . The main work of MPRRD is a never ending cycle of planning guidance, program development and review, budget formula- tion and review culminating in the DCI's resource recommendations to the President and starting over again for the next year's cycle. MPRRD is charged by the D/DCI/IC with responsibility for immediate support to the DCI on individual matters of program development and evaluation, resource analysis and research, and management planning for the intelligence community. In addition, MPRRD is responsible for creating and managing systems to evaluate the performance of the intelligence community. Organization The MPRRD, STAT (current T/0), is organize as lollows: Operating experience over the past year indicates the division should probably be reorganized. into two branches (see attachment). Prepare the DCI's National Foreign Intelligence Program and Budget Recommendations -- Outline community resource requirements - Present the DCI's evaluation of community ourtput. against resources - Describe the management of the community - Identify and report issues that merit Presidential attention b. Participate in the development and preparation of the DCI's annual report to the President on the Intelligence Community c. Provide direct aseista.nce to the DCI in annual program and budget reviews, semi-annual ExCorrt sessions, and quarterly IR.AC meetings - Chair the IRA.C Working Group - Support the DCI in the work of USIB, NSCIC, and PFLA- B as appropriate d. Participate in the improvement of intelligence advisory and and policy mechanisms--USIB, IRA.C,. NSCIC, and R&D Council including community planning processes, product output, and resource utilization against DCI objectives e. Establish and continually improve systems and methods to relate intelligence requirements and substance to resources - Participate in the formulation of the DCI perspectives for intelligence and community objectives - Design and manage a system for evaluating the cornrriunit 's performance against the KIQs Y f. Serve as the focal point for DCI planning activity for the community - Draft and circulate guidance papers g. Perform analyses of community performance, use of resources, and out- year resource requirements - Identify and define issues of importance in the 2-5 year future- -including budgetary factors and trends of consequence to the community i. Provide staff support to the DCI in presenting his program and budget to Congress - Prepare the DCVs presentations to the four authorities and appropriations committees of Congress - 'Accompany the DCI for back-up as appropriate - Assist in responding to Congressional requests for community resource and management information j. Maintain continuous liaison with DOD/ASD(I), CIA, State, OMB and Program Managers in preparation of planning and fiscal guidance for intelligence programs k. Develop and establish mid- and longer-term planning criteria for promulgation to community managers in consonance with DCI perspectives for intelligence 1. Take a leading role in coordinating the Intelligence Corn iunityTs efforts to plan on a five-year basis in anticipation of a Congressional requirement to submit five-year budget requests M.
