SUBJECT Draft Guidelines for Declassification
Review of 1946-1950 Records
1. Attached to this memorandum is a draft memorandum to
the Chairman of the Information Review Committee recommending
a course of action which would materially relieve the Director-
ates of a major burden of records review. At the same time,
the Agency would reap considerably greater cost--effectiveness
from the proposed manner of compliance with Executive Order 11652.
2. Please insure that appropriate review of this proposal
is made by your Directorate, and advise me of your coordination
on the draft memorandum.
