FOIA Appeal (IPS #75-6616)
I am informed that the Office of the Inspector General and the
Office of the Legislative Counsel have responded directly to you in
connection with the appeal of Donald E. Deneselya (IPS #75-6616).
Attached are the comments of the Assistant to the Director on those
documents pertaining to his operation. It is Mr. Thuermer's view
that the documents should be denied--a view evidently concurred in
by of the Office of General Counsel. For my part, I
am not certain whether "propriety and bad public relations" are suf-
ficient grounds to deny a document; however, it would appear that
the entire document should be denied under the provisions of the
Privacy Act even though it contains no discernible sensitive national
security information.
