MEMORANDUM FOR: Deputy to the DCI for Resource Management

SUBJECT: Comments on First king Draft of the
Annual Report

1. I have given a hasty review to the first draft of-the Annual
Report. It is good. Even though I didn't go on leave, I still restrained
myself from doing more than glancing through the report as you asked. I
would like adequate time to read at least major sections of it in detail
as I think I will find it educational! Hence, I would a reciate your
feeding it to me in pieces even as it comes along. 25X1
2. With respect to your specific questions:
a. I think Security and Counterintelligence should be
separated as you have them now, otherwise it would be much
too long in Part I. I would make some reference in Part I
to what follows on the same subject in Part II so that a
reader particularly interested in this would flip on.
Perhaps you could even label the section in Part I "Security
and Counterintelligence--Organizational Issues" and in Part II
"Security and Counterintelligence--Substantive Issues"--
though I don't know that those are exactly the right titles.

in 1978. I have gone over an-effort he has made to take
your section on major accomplishments and add it to other
topics that and I had discussed. I'm not fully satisfied
with piece at this time but think it is in the right
direction. It is a good start and a helpful expansion on
your efforts. (I believe Iis out of town until after
the holidays so I will enc of se my markup of his copy with
your draft.)

(1) I think we could use this introduction and
summary of major accomplishments as pretty much the
executive summary with a very small portion to
follow with the other topics.
(2) I also think we could use this as the basis
for an unclassified version of the Annual Report,
picking up only a few sections that can be declas-
sified from the remainder.
c. I go along with the paragraph on page 95 on the
quality of analysis.
3. I have some concerns about the section on National/Tactical
Interface. I recognize that it is a very difficult subject, but I think
the way it is written up with too much jargon and buzz words makes it
even more difficult to comprehend. I don't know that I am substantively
in agreement with the philosophy espoused here. I think you personally
have more knowledge of this than anyone in the Community and would
appreciate your taking a hand at giving some guidance here. You know
that my concept is to shift these things to where they are in the most
competition. I know you have some qualms with that and I am not in
concrete about it. I think it is important, however, to pool our ideas
and come up with a very good statement of this problem here. It would
be the foundation for our approach to Defense and to the Congress on
this subject. If we don't get our concept well organized and get out
in front on this, we will be bleeding to death all year as we try to
