Subject: What You Did Today on DCI Annual Report
While you were off prepping for Europe, I
did several things in your name on the Annual
Report:
-- reviewed a I revision
of my edit of the DCI's draft (Part I.) He has
smoothed/improved it considerably. I called
and told him to substitute
version for mine in the DCI's reading
pile with a note that we had reviewed it and
were pleased. 0
-- I also inserted a short para on
FOIA relief request on p. 9, since the DCI and
anted this in the AR and it seems
e es place to stick it. Copy for you of
re-edit is attached.
-- Sent DCI and I a shortened
version of Part II for their review. Your
copy is attached. Am circulating this to RM
for vetting plus sections to IC components
particularly concerned (see note at front.)
Walt and I agreed that a full NFIB principals'
crack at the shorter Part II is unnecessary;
they will phone me any substantive comments on
the longer draft by Monday and I can incorporate
such as are appropriate.

Here is a compressed discussion of key issues
of special concern (Part II) for your Annual Report
for you andi to do any additional
editing or cutting you wish. We are vetting the
shortened issues treatment with appropriate
Community experts.
The two little sec ions on CIA covert action
and IG activities which recommended retaining
and you approved don't really fit as either 1978
highlights (your draft Part I) or as issues of
present special concern, We have thus put them
at annex as two activities of concern in earlier
years now operating routinely/effectively.
