Preparation of the DCI's Annual Report for calendar year 1978, due to the President and the Congress by 25 January 1979, is now under way. The DCI has approved a concept for this year's Annual Report which is more selective than last year's, both because this seems more appropriate to a 1978 characterized by attention to key intelligence issues rather than the comprehensive report approach used for 1977 as a year of extensive community restructuring, and also to limit length for a busy reader to a manageable 30-40 pages (last year's ran 80 plus). The DCI has also approved an outline for this year's report (Attachment 1). Part I is designed to allow the DCI to highlight the particular characteristics and emphases of 1978 in intelli- gence; Part II is intended to air several issues of great importance to him, his key Executive users, and the Congress. The Annual Report will carry a high classification and receive extremely limited distribution. 2. We would appreciate some overview comments from you on your first full year of developing and operating the community collection tasking role, together with a report on the status of the NITC and formation of NITO teams, and on any developments in direction or emphasis resulting from assimilation of the three DCI collection committees. 3. Additionally, perspective from the collection tasking standpoint would be helpful on at least three Part II issues of special concern on which we have also asked for input from other intelligence community components: I&W, National/Tactical Interface matters, and trade-offs involved in planning the future mixture of technical collection sensors. You may also wish to comment on the collection-production NFIP balance--and whether the current balance seems roughly appropriate--aspect of the quality of analysis and policy support issue in Part II. Which aspects of Intelligence and Warning have particularly engaged the attention of the Collection Tasking Staff during 1978? What collection aspects of I&W strike you as particularly needing attention? Do these involve additional capability or improved coordination of existing assets? What are the initial priorities of the new NITO for I&W? b. With respect to National/Tactical Interface matters, is it your impression from the collection tasking perspective that we are learning to cope with these matters seriatim or at risk of losing ground to requirements of increasing stringency and systems of greatly increased cost and some technological uncertainty? Or both? Do the major issues seem to be ones of fiscal means and priorities, of tasking priorities, of institutional boundaries, of disagreement over the technical feasibility/ cost-effectiveness of a task? In what proportions? c. With respect to the many factors involved in trade-offs in plan- ning the overall mixture of technical collection sensors for the mid- 1980s and beyond, what major considerations does the collection tasking manager bring to these planning decisions? How is CTS approaching management of this overall task? d. With respect to imagery mix aspects of this overall task, we would appreciate your ).overview thoughts on at least the following aspects of the problem: -- brief description of major shortfalls of present mix of imagery systems below their optimum performance capabilities owing to reduced programs, implications for requirements at present and over next several years; -- plans to minimize important coverage gaps in imagery mix in the transition period from now until the advent of new systems in the mid-1980s; 25X1 -- with respect tostatus of major aspects of planning, 25X1 including exploitation feasibility; ity; identify major unresolved 25X1 issues; e.
