SUBJECT: Input to the DCI's Annual Report
0
1. Preparation of the DCI's Annual Report for calendar year 1978,
due to t e President and the Congress by 25 January 1979, is now under way.
The DCI has approved &concept for this year's Annual Report which is more
selective than last year's, both because this seems more appropriate to a
1978 characterized by attention to key intelligence issues rather than the
comprehensive report approach used for 1977 as a year of extensive community
restructuring, and also to limit length for a busy reader to a manageable
30-40 pages (last year's ran 80 plus). The DCI has also approved an outline
for this year's report (Attachment 1). Part I is designed to allow the DCI
to highlight the particular characteristics and emphases of .1978 in intelli-
gence; Part II is intended to air several issues of great importance to him,
his key Executive users, and the Congress. The Annual Report will carry
a high classification and receive extremely limited distribution.
2.- E3 Additionally, in a 15 September 1978 letter to the DCI on the
Annual Report generally, Chairman Boland of the HPSCI asked that INR's
activities be given more treatment in this year's Annual Report.
3. 0 We would appreciate your thoughts on any aspect of the Annual
Report outline on which you care to contribute. We identify as areas of
particular INR interest and expertise, however, the following: highlights
of INR's 1978 production year; several (perhaps all?) of the selective.
substantive areas;. quality of analysis and policy support; and perhaps
public perceptions of and attitudes toward intelligence. We offer the
following specific questions and comments to help structure your thoughts
and input, but please feel free to modify these as appropriate and also to
vary the nature of your input as your specific interests, resources, etc.,
may dictate.
4. I (Selected substantive issues: Here the key criteria involve
what has required greatly increased analytical attention or altered emphasis
in 1978 (and even at that we will be able to discuss only a few especially
important issues meeting the criteria). Our nominees are these:

a. significant Soviet trends affecting the strategic balance, and
experience in communicating these effectively to national security
planners; e.g.:
-- pace of accuracy improvements in Soviet ICBMs; other?
-- experience in communicating implications for the US of
alternative Soviet force projections in ways more realistic
and helpful than static measures alone, without preempting the
policy prerogative of full force interaction analysis
. b. growth in requirements for intelligence support to arms limita-
tion talks; e.g.:
-- beyond SALT and MBFR to CTB, ASAT, CAT, Indian Ocean;
examples of new substantive issues requiring analysis
-- harder SALT verification challenges (cruise missiles,
planning for verification analysis in the MAP era, etc.)
-- need for integrated analysis for whole broadening arms
limitation field, coordinated production management, consistent
standards for delegation support, etc.
c. How has intelligence charted the much more activist role of
China in the outside world in 1978 and analyzed its implications?
d. intelligence support to African crises (Horn, Shaba II, etc.):
-- the 1978 intelligence challenge of analyzing the several
African hot spots themselves, whether together they would intensify/
proliferate/coalesce, or whether separately they would plateau
under specific combinations of local and external factors
-- analytical support to diplomatic negotiations (Rhodesia).
5. D Is the foregoing the best short list of issues? For example:
a. Has the greatly increased direct US role in Middle East Arab-
Israeli peace negotiations placed substantial new support demands on
intelligence, or are there indications that it will?
b. Our impression is that 1977, not 1978, marked the quantum
increase in intelligence analysis of global issues, but perhaps not;
are there significant new things to say this year about intelligence
support on human rights, nuclear proliferation, etc.?
c. Would a word on intelligence support on such worrisome
situations as Iran, or perhaps Afghanistan, be worthwhile?

6. To some degree the substantive intelligence issues you consider key
for 1978 s ould coincide with highlights of INR's production year, including
shifts in direction or emphasis in policy support. You may additionally wish,
however, to make a management overview comment on the year in INR; e.g.,
including manpower constraints. Do you care to nominate one or more new or ex-
panding issues that will require major analytical attention/new.directions in
1979? Or significant present areas in which you feel skimpily equipped
analytically?
7. 0 We very much want INR's perspective on the Part II issue of quality
of analysis and policy support; we are, of course, also asking a_number of
other intelligence community components for their perspectives. What approaches
to staying in touch with policy users' needs have you found useful within the
Department? How do you try to do the same thing for key external users; e.g.,
the NSC Staff? What feedback do you get from external users? Given your
stringent personnel situation, how do you make trade-off decisions apportioning
effort among ongoing daily support to the Secretary and other key users, more
in-depth analysis on specific policy issues, and participation in community
intelligence production? Are you able to allocate much effort to in-depth
research? How important are "face-to-face" support relationships with key
Department policy officers, and an ongoing dialogue with officers visiting to
or from missions overseas proportionate to intelligence support via formal
written production?
8. To the degree that you can separate out public attitudes about
intelligence from public concerns about the foreign policy issues you may
be discussing, what trends do you note in public attitudes about intelligence
from public appearances of INR officers? Are there any notable shifts
from 1977?
9. is responsible for producing
this year's DCI Annual Report. Please identify a principal point of contact
for her to work with. We shall need your comments by COB 10 November, in order
to accomplish integrated drafting of the entire Annual Report in November,
review in December, and DCI clearance and production in January.,

I very much appreciated the help that you and your organizations
provided a year ago in the preparation of my first report as DCI on
the Intelligence Community to the President and the Congress. Prepara-
tion of-this year's Annual Report is now underway, and I would be
grateful if you and your organizations would assist with input and/or
review as requested., The staff of my Deputy for Resource Management
will be in touch with you shortly on specific 7needs.

Dear Admiral Turner:
This is in further reference to your letters of March 1_
and April 12, 1978 suggesting that the annilal reports to be
submitted to this Committee concerning intelligence and
intelligence-related activities should be consolidated into
one report. The structure of the Annual Report which you
submit to the President could then be changed to respond
to the requirements of reports requested by this Committee.
After careful consideration, the Committee agrees that
it would be useful and more efficient for you to continue
reporting on the activities of those organizations and
programs which are part of the National Foreign Intelligence
Program, while leaving to the Department of Defense the
responsibility to prepare an additional report on intelligence-
related activities, as well as other appropriate comments
regarding intelligence activities.
In addition, the Committee recommends more detailed
treatment of the intelligence activities of the Department
of State and Federal Bureau of Investigation in your next
report.
The format used in the 1977 Annual Report is acceptable
for 1978 provided the additional information specified in
the attachment is included or otherwise appended.,
With respect to the Committee's request for an unclassi-
fied version of your report, the Committee recognizes it
may be necessary to use a different approach and proposes
to leave its arrangement to your.judgment.

does not seem to me an appropriate topic for coverage in an Annual Report;
accordingly my Office of Legislative Counsel will be in touch with your
Staff shortly about an appropriate separate response to this. request.
