NFIB (U) The National Foreign Intelligence Board (NFIB), which serves me as a corporate board of advisors, has enjoyed a stable year. Following substantial changes in its membership and mission last year, the Board has been able this year to concentrate on its two major areas of responsibility by advising. me on the production of national intelligence and on the National Foreign Intelligence Program and Budget. (U) As a means of promoting a greater sense of Community and shared purpose, the three Community deputies sit as NFIB members. They are the focal points for directing the work of the DCI committee structure and serve to channel the work of the Community in supporting the DCI in his primary responsibilities: - the production of national intelligence - the tasking of national collection systems - the management of national intelligence resources. In addition to the advice offered by NFIB principals on national intelligence estimates, they convene to review the program and the budget for the Intelligence Community. In both instances, their advice is sought as full participants in the overall national intelligenece process, not as advocates for any specific program. (C) To enhance the Board's usefulness as a corporate advisory body to the DCI in my new role as head of the Community, I find it most helpful to set aside a portion of each NFIB meeting for executive sessions with the principals. These sessions enable me to review issues facing the Community and to consider solutions in an atmosphere of mutual confidence. The issues considered are as broad as the new membership and have included: proposed charter legislation development of National Intelligence Topics disclosure of intelligence budget data guidance for the National SIGINT Reconnaissance Program collection activities against North Korea the DCI's Community deputy structure security guidance on - handling sensitive compartmented information - travel of cleared personnel - ADP systems and networks National/Tactical Interface new NIO for Warning Approved For Release 2004/1 e/ k 5dFA- DP80M00596A000300010036-4 Approved For Release 2004/10/12 : CIA-RDP80M00596A000300010036-4 compartmentation systems survey relations with foreign intelligence services review of intelligence activities in crisis areas.
