SECRET Approved For Release 2004/10/12: CIA-RDP80M00596A000300010037-3 IC-78-5049 11 April 197_8 Walter Elder Executive Secretary, NFIB 1. ~ A couple of suggestions have occurred to me since my last-note to you on this subject. -2. ~ One, for the last two years, the 12 DCI committee chairmen have met periodically to exchange views and to air their ,_ concerns with higher authorities. There was one extremely useful session with Admiral Turner. (Notes attached) They also met frec{uently with Admiral Murphy and then John McMahon during the tiem when the D/DCI/IC was charged with overseeing them. 3. ~ In any event, this is a very savvy group of people, and, in a way, the committees are the glue that holds the community together. (List attached) They feel homeless now, and they have concurred in my suggestion thay they continue to meet together. They perform best for a high-level audience. It occurs to me that the DDCI might like to chair such a meet- ing. It would be a good exposure to their activities, and would give him more insight than the rather dry monthly written reports by the chairmen. Six times a year would be max. 4. 0 Two, one of NFIB's responsibilities is to advise the DCI on arrangements with foreign governments on intelligence matters. I can find no coherent policy on this issue nor any committee, other than Security, charged with worrying about it. In my opinion, the laboring oar should be pulled by CIA and the DDO in particular. It includes operational liaison, substantive exchanges, international conferences and the like. It would be helpful to the DCI and DDCI if there were a c;ody of coherent guidance on this subject. Because of CIA's primary role, perhaps the DDCI could lead in this area. S. 0 }=finally, once the DDCI is named Vice-Chairman of ? NFIB, this office plans to address all memoranda to the Vice- Chairman and Chairman on a single line to emphasize co-equality.
