and Analyses"

'~`l. Reference is made to the discussion at the Morning Meeting of
7 February for proper Agency follow-through on reference memorandum. For
ease of reference, I have attached a copy of Dr. Brzezinski's memo to this
document. After some consultation,. we would like to establish a Steering
Group composed of a senior representative of each of the three addressees.
We would ask the PJFAC representative to assume responsibility for chairing
the Group.
2. The purpose of the Steering Group is to assure that all Agency
elements having responsibilities to pursue the points raised by
Dr. Brzezinski are aware of the totality of such activity taking place. It
also will serve as a forum where coordination can be effected when matters
affecting the responsibility of more than one addressee are involved. The
Group also will have the responsibility to periodically report, on a total
basis, to the DDCI on the implementation actions taking place, any dif-
ficulties being encountered, and make suggestions as to a role the DDCI .

the addressees of initiating action that clearly falls within their realm
of responsibility.
