MEMORANDUM FOR: Members, Intelligence Definitions
Working Group
SUBJECT: Revised List of Candidate Terms
1. A summary of the second meeting of the Intelligence
Definitions Working Group is attached for your information.
2. The candidate list of terms for inclusion in the
glossary has been revised to reflect decisions taken at our
last meeting. I hope we can finalize the list at our next
meeting and get on with compilation of the actual definitions.
As indicated in paragraph 4 of the minutes, please be prepared
to submit and discuss whatever intelligence acronyms you feel
should be included in the glossary.
3. The next meeting of the Working Group is scheduled
for 0930, Wednesday, 12 October )977 at CHB, Room BS05.

SECOND MEETING OF THE INTELLIGENCE
DEFINITIONS WORKING GROUP
I. The Chairman opened the meeting by thanking the par-
ticipants for their submissions of candidate topics to be con-
sidered for inclusion in the glossary of intelligence terms.
Ile then proceeded to discuss an introductory paragraph which
emphasizes the fact that the glossary is not intended to re-
strict intelligence agencies from the use of terms in dif-
ferent contexts when good and sufficient reason exists. The
wording of such a paragraph was provided to the members and
will be discussed further at subsequent meetings.
2. The NSA representative introduced
.who provided an insightful briefing on NSA's ongoing
"Standardization of SIGINT Terminology" project. The brief-
ing included a description of past and current NSA glossaries
and the methodologies used in their preparation.
answered questions at the conclusion of the briefing and dis-
tributed pertinent handouts for the group's retention.
3. distributed a list of 26 tentative
definitions of intelligence terms which had been requested by
Senator Huddleston of the Senate Select Committee on Intelli-
gence.
4. Attention then focused on a consolidated list of 217
terms submitted by the gruop as candidates for inclusion in
the glossary. The group reviewed approximately half of the
list with a view toward eliminating duplicative terms and
adding certain others. The remainder of the list will be
considered at the next meeting. The members were also asked
to submit a list of intelligence acronyms at the next meet
ing, which is scheduled fo,r 0930, Wednesday, 12 October at
CHB, Room BS05.
