MEMORANDUM FOR: Members, Intelligence Definitions

SUBJECT: Composite List of Candidate Terms
1. A summary of the initial meeting of the Intelli-
gence Definitions Working Group is attached for your in-
formation (No. 1). As shown in paragraph 5 of the summary,
Working Group representatives were asked to provide lists
of candidate terms for inclusion in a definitions document.
2. An alphabetized composite list of the terms sub-
mitted to date is shown at Attachment 2. Please be pre-
pared to discuss this list at the next meeting at 0930,
Tuesday, 4 October 977, Community Headquarters Building,
Room 5509.

Initial Meeting of the Intelligence
Definitions Working Group
20 September 1977
1. The Chairman opened the meeting with a brief description of the
Group's charter, as follows:
Develop an appropriate list of intelligence terms with
definitions for use within the Intelligence Community. The
Group will recommend a list of definitions to the NFIB, to-
gether with unresolved differences. This report to the NFIB
will include a recommended form of promulgation and use of
the definitions and list those intelligence related documents
which may need modification once a list of definitions is
agreed upon.
STAT 2. A brief discussion then ensued concerning the necessity for com-
mon definitions which arose in connection with a study undertaken by the
IC Staff of national-tactical intelligence interface problems. e u
I isplayed a number of definitional frameworks which cou
by the Group and discussed their advantages and disadvantages.
STAT 3. HRC/IC, offered the Group his observations con-
cerning the development of a glossary in conjunction with the formulation
of the National Foreign Intelligence Plan for Human Resources and emphasized
the need for the Group to establish ground rules to minimize differences.
4. The Group then reviewed a package of materials containing the
original strawman list of intelligence definitions prepared by the IC
Staff for NFIB coordination. This discussion led to tentative decisions
concerning the definitions of "acoustical" and "basic" intelligence. The
DIA member stated that JCS Publication No. 1 had been revised and provided
extracts to the Working Group.
STAT 5. concluded the meeting by asking each representative
to provide a recommended list of terms for inclusion in the definitions
document to OPP/IC by 23 September 1977. OPP will distribute a consolidated
list during the week of 26 September.
6. NSA will make a 15-minute presentation at the next meeting to the
Working Group on a current project they are undertaking.
7. The next meeting of the Working Group will be at 0930, Tuesday,
4 October at CHB, Room 5S09.
