SUBJECT: Draft DCID No. 1/XX, Compartmentation
1. I note with interest the definitions of terms contained
in the subject draft, and the obvious attempt to make them con-
sistent with definitions known to have been under study by the
Community Intelligence Definitions Working Group (IDWG). The
latter definitions, as of this date, have been finalized and ap-
proved by the DCI for publication in a formal glossary of intelli-
gence terms. In the Preface to that document--which will go to
the printer today--the DCI encourages authors of other intelli-
gence glossaries to consider the terms and definitions which it
contains.
2. The DCI's definitions of the terms which your draft
DCID proposes defining are attached for your consideration. Note
that the term "sensitive sources, methods, and analytical pro-
cedures" is not defined in the Community glossary, but that the
definition of "sensitive intelligence sources and methods" is
apparently synonymous, or nearly so.
3. Also recommend arranging defined terms in alphabetical
order in the DCID.

compartmentation: Formal systems of restricted access to
intelligence activities, such systems established by and/or
managed under the cognizance of the Director of Central Intelli-
gence to protect the sensitive aspects of sources, methods,
and analytical procedures of foreign intelligence programs.
sensitive intelligence sources and methods: A collective term
for those persons, organizations, things, conditions, or events
that provide intelligence information and those means used in
the collection, processing, and production of such information
which, if compromised, would be vulnerable to counteraction
that could reasonably be expected to reduce their ability to
support U.S. intelligence activities.
sensitive compartmented information (SCI): All information
and material requiring special controls for restricted handling
within compartmented intelligence systems and for which com-
partmentation is established.
decompartmentation: The removal of information from a compart-
mentation system without altering the information to conceal
sources, methods, or analytical procedures.
sanitization: The process of editing or otherwise altering in-
telligence information or reports to protect sensitive intelli-
gence sources, methods, capabilities, analytical procedures, or
privileged information in order to permit wider dissemination.
