As you recall in our meeting on 2 April, we sought
assistance in three areas related to obtaining a measure
of Intelligence Community performance.
The first area is the development of a methodology
for converting the priority numbers in the DCID 1/ 2 to
relative values. Once the relative values (normalized
to 1.0) have been determined, the next task is to extend
the methodology and determine the relative values of the
72 KI49 for FY 1974.
The second area of assistance is the development of
a methodology for evaluating the data obtained from the KEP.
In general this task consists of comparing and contrasting
Baseline and Performance data and arriving at some measure
of cost/benefit with respect to the KIQa and the DCID universe
of tasks.
The third area to the creation of a method for measuring
policy level user satisfaction. This task not only involves
defining "policy level user's but also developing an uncomplicated
methodology for measuring and quantifying satisfaction.

As I indicated in those conversations. I would appreciate
a statement of your interest in, and capability to conduct, the
research required to respond to the three areas of concern.
Attached in accordance with your request are copies o
the Key Intelligence Questions (SCI{Qs) for FY 1974 and the
Key Intelligence Questions Evaluation Process. The DCII)
1/2 which contains the country/subject matrix with priority
numbers has not been released as yet for distribution.
