1. Guidance and instructions for the Key Intelligence Questions
Evaluation Process (KEP), as briefed in concept form to the 19
January 1974 USIB meeting, have been circulated to the Board and
to the Intelligence Resources Advisory Committee.
2. You will note in the forwarding memorandum that the
Director indicated an IC Staff team had been designated to provide
briefings and am lif ing instructions.

3. In view of USIB's previous exposure to this subject, our
preference would be to complete the briefings initiated by the
Director prior to scheduling any further USIB discussion of rte
