Approved For Release 2006/10/31: CIA-RDP80M00636A000100010052-3 $~ ;t iBCl ltii/ a:iC 81 1112,1 1USAC 11 16 April 1974 STAT The objectives are: ? to provide a means of collecting and storing data on the selected KIQ's into a computer data base. ? to provide for the integrity and accuracy of the collected information by KIQ for analytical evaluation. ? to provide, through the computer, statistical "rack ups" for analysis on the collection, processing, associated probleamms, sensor/ techniques, and cost of these KIQ's to the community. ? to provide the ability to carry forward the assessments and gains on each KIQ for further iterations of these and other KIQ's. DCI/IC/PRG SUBJECT KIQ Project Proposal REFERENCE Aggregate CROSSTAB Displays Provided by STAT The first phase of the KIQ Project is f.r enough along to adequately define a proposal that will meet the objec- tives stated below by September 1974. The tasks are defined following the objectives and can be stated when the proposal is accepted. The nature of the System is to provide the ability to extract information for analytical evaluation,. Once the information is recorded in a computer, it will remain mostly static for the duration of the evaluation period. c ^ 1 e irp 641h~ogUYE 5'41 Approved For Release 2006/10/31: CIA-R DP80M00636A000100010052-3 { ?m ? ~ ~~~ 11E~1 To accomplish the above objectives, the following computer processes are proposed: 1. To use a data terminal capable of accepting textual information keyed in directly from the designated forms by a secretary or clerk- typist. Either the Delta Data 100 or Sycor 340 communications terminal would give this capability as opposed to a coded 80-character structure for textual input. 2. To store on magnetic tape or disk the collected data in a format suitable for textual reporting and selection of various data elements for analytical processing. 3. To use where applicable, CROSSTABS, a statisti- cal reporting package, to provide the data com- parisons necessary for evaluating the KEP (Key Intelligence Questions Evaluation Process). All of the data that is stored can be reported out in many formats. The referenced document contains the specific formats for outputting data: CROSSUL'AI3S being one format and the Base Line Status Report being the other. This proposal is limiting the number of different formats for two reasons: (a) to meet the September deadline and (b) the uncertainty as to which format provides the best tool for analytical evaluation. It is anticipated that some formats will be born from others and some others will be dropped. 4. To program, in a batch mode, the textual reports as defined and the data collection system that will satisfy the objectives. The specifics of the proposal and their approximate costs are as follows: 'gu~t~t~1~a E~ jai Approved For Release 2006/10/31: CIA-RDP80M00636A000100010052-3 Q STAT Approved For Release 2006/10/31 : CIA-RDP80M00636A000100010052-3 Approved For Release 2006/10/31: CIA-RDP80M00636A000100010052-3 F33o f?rFtF'1 ~.i ~1lcY h~I s L yEUI 2 ~:d s.1 Work will begin as soon as the proposal is accepted.
