SUBJECT: Intelligence Support for the World
Administrative Radio Conference (WARC)
1. of my staff has been designated the
Intelligence Community representative to the World Administrative
Radio Conference Interagency Working Group.
2. To assist in coordinating Intelligence Community
efforts in support of the WARC, it is requested that you designate a
member of your organization to work with him on a WARC Intelligence
Community Working Group. The support of your organization is con-
sidered essential to the precision and thoroughness of U.S. preparations
of WARC-79. of your organization, has been lendin
assistance to the WARC Working Group for some time. Either 25X1
or another officer you designate will be most welcome.
3. Attached for your information is a brief background paper on
WARC-79. I would be happy to answer any questions you might have.

1. A.World Administrative Radio Conference (WARC) will convene
in Geneva on September 24, 1979, for ten weeks. The WARC is a major
conference of the International Telecommunications Union and will be
competent to make changes to the international radio regulations. It
is the first general radio conference since 1959, and the outcome will
affect the development of communication-electronic equipments and the
operation of national and international telecommunications systems into
1999 and beyond.
2. The United States has been preparing for this conference for
several years now. Issues are being surfaced, facts gathered, and bi-
lateral international meetings have been held in preparation of
developing position papers and conference strategies. Up to now, this
work has been carried on by a small group of people from State's Office
of International Communications Policy, the Federal Communications Com-
mission, and the Office of Telecommunications Policy who together comprise
the WARC Interagency Working Group. Most of these people will probably
be members of the U.S. delegation, also.
3. In November 1977, State's Bureau of Intelligence and Research,
on behalf of the WARC Working Group, asked the Intelligence Community
Staff to provide a representative to this group as a practical means of
channeling requests to the Intelligence Community for additional collection,
research and analysis assistance. Subsequently, f 25X1
the Intelligence Community Staff was designated the IC representative to
the WARC Working Group.
4. in turn, needed the assistance of representatives
from the Intelligence Communi Therefore, he convened an informal
meeting attended by Messrs. NSA; CIA; 25X1
Guido Fenzi, State; and DIA. All but were 25X1
already knowledgeable of WARC and had been providing ad hoc support to
the WARC Working Group for some time.
