SUBJECT DCI Directive 1/12, Intelligence Research
and Development Council
1. (C) Action Requested: That you approve the attached
DCID which designates the Intelligence Research and Development
Council as a DCI Committee.
2. (C) Background: On 21 February 1978, you approved
circulation of the draft DCID to NFIB for comment. All NFIB
members have now concurred in the proposal.
The IR&D Council has been chaired by the Under
Secretary of Defense for Research and Engineering and has
previously been a subcommittee of the CFI and then the PRC(I)
under EO 11905. It is the only forum where R&D program
managers in the military services and the rest of the
intelligence community can meet to frame the best advice to
you on how R&D programs can best contribute to the attainment
of national intelligence objectives.
3. (C) Recommendation: That you approve the DCID which
designates the IR&DC as a D CI Committee.
