The reorganization proposed by the DCI strengthens his ability to work with the DoD on this important question in the following ways: o The Resources Management Staff will add some capability to the Office of Program and Budget Development (1-2 people) who will work closely with DoD personnel on intelligence-related resource activities to keep the DCI and the D/DCI/RM informed. o The Resource Management Staff's Planning Office will be formally charged with providing a focal point for the national/tactical interface problem. o The Collection Tasking Staff will provide advisory tasking of DoD intelligence-related resources and in the course of its evaluations will consider their contribution as part of the mix of assets brought to year on a given collection problem. o The location of elements of the Collection Tasking Staff in the Pentagon will promote the development of a close working relationship between the people tasking both national and non-national resources. o The DCI will continue his policy of actively pursuing a way to provide support to tactical forces with national assets. At the same time, the DCI must remain sensitive to the potential risk of overlapping with DoD tasking and control of tactical resources. The President has clearly tried to define the DCI's role in E.O. 12036 so that it is practical, workable and productive. One very important way the DCI has been able to strike the balance called for by the Executive Order has been to maintain a frequent and regular dialogue directly with the Secretary of Defense. This will continue. Approved For Release-.Q -.F .pP.6S1M,0.a77 AD:a0 D442 Approved For Release 2007/02/20: CIA-RDP80M00772A000200020017-8 ATTAINMENT OF PERMANENT CADRE GOAL The DCI, in his letter dated 28 April 1977 to the Chairman, House Appropriations Committee and his letter dated 23 May 1977 to the Chairman, Senate Appropriations Committee, outlined his plan to achieve a substantial Permanent Cadre for the Intelligence Community Staff. The stated goal is to have 40 to 50 per cent of the civilian professionals (less DCI Committees, Support Staff and Military Perso el) as Permanent Cadre employees within the 25X1 currently approved ceiling.
