SUBJECT: Response to your Request for Information
1. I appreciate the difficulty which uncertainty about the
status of the IC Staff and your role here has caused. I wish that
we had been able to be more specific in the past. As you know the
future size and character of the Staff is still somewhat uncertain
and these uncertainties will not be fully resolved until the
appropriations bill is finally passed sometime in mid-to-late
summer. I expect you are also aware of the recent crunch on
supergrade billets which requires me to be very cautious in
allocating them.
2. In view of these uncertainties and in view of my uncertainty
about our likely involvement in follow-ons to the work you've been
doing, I think it would be irresponsible of me to offer you any
kind of assurances that we will be able to bring you on the Staff
permanently. The work that you have done is useful. It's hard for
me to predict at this point, however, whether we will be able to
allocate much Staff effort in similar directions in the future.
