SUBJECT: Revised Figures for EP and Supergrade
Requirements
1. Attached herewith are revised data reflecting changes in
the EP and Supergrade requirements for the Resource Management
Staff and the Collection Tasking Staff. This data replaces the
original submission forwarded to you under a covering letter signed
by Admiral Turner dated 3 May 1978, and the supplemental justifi-
cation which I submitted to you on 5 May by memorandum.
2. The effect of this revision is to decrease the grade level
for Office Directors with a concomitant downgrading of other appro-
priate positions. This action reduces the overall EP and Supergrade
requirements for both Staffs.

At the NFIB meeting yesterday, Foster Collins asked me if we
couldn't do something to make sure that Turner's statements to the
Congress are distributed to the NFIP program managers. I didn't realize
that this was not being done. Can you think for a little bit on what
would be required to make sure that they get copies of whatever
statements Turner might make to the Congress that would be relevant?

MEMORANDUM OF CONVERSATION
WITH BOB ROSENBERG
May 9, 1978
Bob suggests that we send a paper to Dave Aaron on the subject
of sparating discussion of the NFIP and non-NFIP DoD budgets. I won't
be able'-to get on Aaron's calendar unless such a memo is forthcoming.
He thinks it would be a good idea to formally submit a rebuttal
or counterview to the President 24 to 48 hours in advance of the OMB
Spring Review. The timing is important, because it needs to be sub-
mitted close enough to the deadline that extensive staffing around EOB
is not possible.
He proposed that the PRC(I) views would carry a lot of weight.
I backed him off of that some but said that I would raise the question
with Turner. I was skeptical that the organization as a whole would
be predictable enough to be really useful.
