Action Requested: None. 2. Background: In the material I sent to you on Friday. concerning Congressional action on our FY 79 budget request, I promised you three point papers for NFIB on Tuesday. The three papers are attached, as well as a suggested outline of the discussion. As you discuss the appeal with NFIB, you should keep two points o We technically do not know precisely what we are able to appeal, nor will we until the HPSC(I) report is in hand; and o We have an agreement with OMB to forgo appeals on about to offset the money being requested in the budget amen ment. 3. It is important for me to know your priorities. o I have read the responses you submitted last week. o We can't appeal formally until the HPSC(I) reports - But, we have good information on everything except the House report language. So, we can prepare most of the responses. o Go around the table asking about priority appeals; ask about the study requirements on each of the major programs. o I will get the HPSC(I) report to you by courier as soon as it is delivered to RMS. o I will request your responses back to me in 72 hours. o The D/DCI/RM will assemble an appeals letter from your responses for us to consider.
