OUTLINE FOR THE NFIB MEETING
You are in charge of the appeals. I think you want to say something
like the following:
o I think it is important to reflect Community priorities in the
appeal. It is important for me to know your priorities.
o I have read the responses you submitted last week.
o We can't appeal formally until the HPSC(I) reports
- But, we have good information on everything except the
House report language. So, we can prepare most of the
responses.
o Go around the table asking about priority appeals; ask about the
study requirements on each of the major programs.
o I will get the HPSC(I) report to you by courier as soon as it is
delivered to RMS.
o I will request your responses back to me in 72 hours.
o The D/DCI/RM will assemble an appeals letter from your responses
for us to consider.

NOTE FOR: The Director of Central Intelligence
FROM:
These are the materials on appeals
which we prepared early last week for the
NFIB meeting. As you know, the House
report was released late Friday. We will
provide you with an updated assessment. Most
of the program managers should have received
their copies of the House Report before today's
luncheon. A few may not have, however,
because some of the agencies' registries were
not able to receive material at this classi-
fication level after 5:00 Friday.
cc: Deputy Director of Central Intelligence
