1. 0 Action Requested: None; for information only.
2. ^ Background:
a. [~:]The OSD Tactical Support Plan, which is now being
developed in response to a conclusion of the National/Tactical
Interface Report, has reached its first milestone. OSD's
draft outline (attached) is now being circulated for comment.
a. The NSA, NRO and Military Services individual
plans are ng developed concurrently to be used as an input
into the OSD master plan. Initial difficulties within OSD
are being encountered in ensuring compatibility of format and
timing.
c. 0 Internally within the DCI Staff, a Working Group
with CT (COMIREX, SIGINT Committee, OCE) and RMS (OPP, OPEI, OCIS,
OPBD) representatives has been formed to assist our participation.
NI will be invited to participate when the scope of their
involvement is better understood.

d. To anchor the further participation of the DCI
Staff in t e preparation of the DoD plan, as well as to help
guide the NFIP program/budget process, the RMS will produce
a Tactical Support Plan of its own, with a target date of
