1. Q In hearings before the Senate Select Committee on Intelligence
in March, DOE stated the need for a study of Community energy intelligence-.
collection and analysis capabilities. DOE recommended that the Intelligence
Community Staff conduct the study which would form the basis for any
suggested changes in Community responsibilities, priorities and activities.
The DCI wishes to insure that energy-related intelligence needs receive
required support. In order to do this we must better define their
nature and scope.
2. " As a point of departure, a basic energy intelligence
definition has been developed within the Community for the DCI and is
appended for your convenience. In preparing for the study, STAT
of my staff, has worked with appropriate DOE personnel to
establish some of the basic issues involved and to determine precisely
what is needed. At this juncture, we need amplification of the problems
and shortfalls in energy intelligence addressed in the Congressional
testimony as perceived by DOE. This information will provide a basis
for further data gathering from each agency involved. The basic plan
for the conduct of the energy intelligence survey is attached for your
information and comment.

DEFINITION OF ENERGY INTELLIGENCE
Energy Intelligence: Intelligence relating to the technical, economic,
and political capabilities and programs of foreign countries to engage
in development, utilization and commerce of basic and advanced energy
technologies; it includes: the location and extent of foreign energy
resources and their allocation; foreign government energy policies,
plans and programs; new and improved foreign energy technologies; and
economic and security aspects of foreign energy supply, demand, production
distribution, and utilization.

I apologize for the delay.in my response to your letter of early
May. As I believe you are aware, we are still awaiting a general
reorganization and approval of Congress before we will have sufficient
headroom to bring new people to the staff. Until this situation is
resolved, we can do no hiring; however, when it is settled we should
begin looking for additional staff and I will certainly keep you in
mind for any appropriate slots which open up.
