SUBJECT: Spring Review Results
1. The purpose of this memorandum is to provide you my
impression of the major points which emerged during the 2 June OMB
Spring Review session with the President, the Secretary of Defense
and the DCI.
2. During the OMB presentation to the President, it was pointed
out that the systems mix on which the OMB level was based was presented
as an example only--that it was the DCI's province to develop and
analyze the various mix options for Presidential consideration. The
President agreed.

3. No individual program decisions were made at the meeting.
The President asked the DCI to consider the OMB recommended FY 1980
NFIP level- as a base figure. The President also agreed
to entertain NI-recommended programs above the level in
the course of budget preparation.
4. The meeting served as a useful stage-setting as we proceed
into program review and then budget formulation. I believe we have
been given the flexibility we need to formulate the overall program
which best serves the national need without arbitrary adherence
to a particular dollar level.

Dear Jim:
This is to confirm my understanding of the President's
decision Friday on the NFIP budget guidance. Although your
presentation contained illustrative changes from my
proposed program, we agreed that no decisions were made to
include or exclude any program items. We also agreed to
treat your recommended funding level as the baseline for
the FY 80 budget submission. I therefore will submit a
budget that pays special attention to justifying, in terms
of intelligence benefit to be derived, any proposals for
funding above a ZBB cutoff line at that level.
