With the development of our FY 80-83 program impending, an assessme of the Community's progress and prospects in the area of the nuclear proliferation program is required for guidance of resource allocation and investment decisions. To aid this assessment, you are requested to provide the following: a. answers to the questions in Attachment 1, b. resource allocation figures for FY 77 (update), 78, and 79 (Attachment 2), c. funding of external contracts directly related to nuclear proliferation for FY 77 (update), 7.8, and 79 (Attach- ment 3). 2. In addition to the foregoing, the National Intelligence Officer or uclear Proliferation is requested to report the status and schedule of finished intelligence production extending from FY 77 through FY 79; the listing should reflect both work in-house and at the national laboratories. 3. RESPONSE: An extensive effort is currently underway to ensure that CAMS software improvements are ready to handle a major collection system targeting software upgrade expected to be operational in the mid-FY 79 to early FY 80 time frame. These software upgrades will place a significant additional processing burden on CAMS and will necessitate some hardware improvements. RESPONSE: The sophisticated collection strategies referred to are automated support for allocating collection system resources and deriving expected levels of collection system performance against stated requirements. These are discipline specific requirements related to requirements management, on-orbit capabilities, and fine-tuning for operational efficiency. What is the rationale for buying graphics terminals before the requirements are fully defined? RESPONSE: On-line graphics capabilities were specified in the original CAMS requirements, but were set aside by mutual agreement to permit maximum developmental effort on other areas. Detailed specification of the Office of Imagery's on-line graphics require- ments has been initiated in FY 78. Review of these specifications and design of a CAMS hardware/software graphics capability should be sufficiently complete in FY 79 to permit graphics hardware (i.e., terminals) acquisition towards the end of the fiscal year.
