SUBJECT: Changes and Additions to Program Issue Packets
to Prepare for DCI Review
1. 1 assume that overviews and issues are being revised to reflect
corrections and new information provided by the Program Managers' responses.
2. Some additional information must be added to the Program Issue
Packets for DCI review. Let me propose the following:
a. Tentative Dollar and Manpower Levels. A paragraph should
be added at the end of each issue packet overview section. This
paragraph should state that for the purposes of work done on the
budgets between program and budget review, Program Managers should
assume that the dollar and manpower levels will be approximately
and These levels are tentative and
conditional upon the results of studies under way, new issues raised,
and further manpower adjustments.
b. RMS recommendations for selections of options, restructuring
of packets, and new studies should be added at the end of the dis-
cussion of each set of issues.
c. The Closing Section. A closing section should be added which
briefly summarizes the effect on the total program as submitted if
RMS recommendations for options and dollar and manpower levels are
followed.
