1. My staff has held extensive discussions with the DEA and Justice
staffs on the role of DEA in the NFIP. We have come to no firm conclusions.
Agency positions have shifted: Justice used to be firmly opposed to
having any part of DEA in the NFIP; my understanding is that now they are
uncertain of. that position. DEA started out wanting very much to be part
of the NFIP; subsequently they backed off that position. Much of the
pressure to have DEA included came from the office of Dr. Peter Bourne;
I don't know where that stands now.
2. It. seems to me murky enough that we want to avoid any statements
that seem like commitments to include or exclude them at this stage.
3. However, as we present the FY80 budget, we will need to explain
to the Congress what we have done to decide whether to include DEA in the
NFIP. DEA has had our study of the issue since May and have not yet
responded to it. I think it would be appropriate to encourage Bensinger
to do so. I A
