I have reviewed the 22 September 1978 draft of a memo to the
President and I am pleased to note your responsiveness to our previous
comments (Reference b).
1. The discussion of Issue p2--Communications Satellites
implies that the DCI supports Option 2. However, at the SPRC
meeting we took no position on this issue. I therefore
recommend that you correct the text as follows:
P.8, second full paragraph, line 13--Except for
Agriculture, AID, the DCI, and Interior;
P.9, Add new paragraph after first full paragraph--
The DCI takes no position on this issue.
2. The discussion of Shuttle organization control on page
10 is unbalanced in its emphasis on the cost aspects of the
problem (see Reference b). I recommend that some discussion of
the need for separate support facilities be added as follows:
