C. 20505 The DCI has just completed his review of 'issues raised during the preparation of the proposed FY 1980 budget. After careful consideration of your comments, those of the departments, the-Resource Management and Collection Tasking Staffs, and the OMB, he has made the tentative.decisions described below. These decisions will be reflected in a revised budget ranking which will be sent to you tomorrow. The DCI's tentative decisions on issues are being sent now in order to give you the opportunity to start your assessment of the impact each will have on your budget. A written reclama incorporating your views on the issues and the ranking will be welcome as soon as possible, but it must be received no later than noon Saturday if it is to have effect. The DCI will be making his final decisions on Sunday, 12 November. Admiral Turner will weigh carefully your observations and the opinions of the PRC(I) members, especially in light of the cautionary notes from the 0MB and NSC Staffs regarding the guidance level. What would be most useful to him is an assessment of the problems which would result should you be forced to accept a TOA level for your program at levels at or below 0MB guidance. 25X1 .The following are the tentative DCI decisions: 25X1 NPIC Data Processing: "positions are restored to the Computer Services Division of NPIC for software develo ment with a compensating reduction from within the DDS&T. I uis added for equipment 25X1 maintenance contracts. 25X1 Approved For Release 2004/07/08.1 Approved For Release 2004/07/08 : CIA-RDP80M00772A000500010025-8 25X1 25X1 25X1 Information Science Center: The ICS will continue to operate in FY 25X1 1980. faculty positions will be restored;positions are to be 25X1 reallocated from within CIA and I ivilian positions have been transferred from the GDIP. Production: Funding of I or advanced analyst training and or Production R&D is added within guidance. Mid- and long-term political analysis is to be enhanced by the addition of positions. Also, [ositions are added for Production R&D the Video Center and Graphic Design. A corresponding reduction ofositions is required from other areas of CIA. DIA/CIA Safe: The program decision to place SAFE on a design-to- cost basis with development costs limited to is reaffirmed. Additional BRDDs will be issued documenting the results of the appeal actions.
