Many thanks for your letter of 21 January 1949 and
the excerpts from the Eberstadt report. With your approval
shall hold this for a few days for study but will, of
course, return it to you at any time you may need it.
see no substantial divergence between us on the
question of administration and what you have to say in Sec-
tion V(c) is .very much in line with our conclusions. Naturally,
in view of the fact that we went into considerable detail,
we stressed somewhat more fully the need, which you also,
bring out, for separate administrative organizations for
those branches where 4 high degree of security is required.
