Dear Len:
I sincerely appreciated your letter of June 11 which
I found upon my return to Washington a few days ago from a
three-week's trip to Western Europe. I was particularly grate:-
ful as to what you had to say about my presentation to the Army
War College session on June 7.
For your confidential information. I am sending the
Lull text of the statement I made to the Senate Foreign Relations
Committee on May 31. A very similar presentation was made to
the House Foreign Affairs Committee on June 1, which served as
the basis for the statement I made at the Army War College.
Personally, I rather regret that this statement could
not have been made public, however, a precedent has been estab-
lished that my appearances at Congressional Committees on
confidential matters are always in Executive Session without
publicity. On the whole this is a wise precedent, but possibly
sometime a way could be found to get the essential elements of
this statement into the public record in some other context, al-
though as time goes by, it is more and more difficult to do this.
