Good chance for me think over problems and progress of past months. 3. Possibly more dramatic changes in last 6 months than in any previous period since war end. (a) Malenkov come and gone. (b) Paris agreements approved. (c) Soviet about-face and trying build up neutralist bloc through seeming "sweetness and light." (d) Even China with some doves and olive branches. (e) Crisis in Formosa, Indochina, Arab-Israel, and elsewhere. (f) The Bandung Conference. 4. Great responsibilities and corresponding opportunities for intelligence. Ability to meet them depends upon the accuracy, the timeliness, and the scope of intelligence. In old days bad enough for one serious crisis, now it seems abnormal if we do not have international crises in half a dozen parts of world, with minor brush fires from Afghanistan to Chile. 6. The variety of problems calls for variety of talents. Question of developing a roster of talented people in :CIA, in government, and out of government. 7. Believe making steady progress in building up organization without disturbing reorganizations. 8. Here are some immediate objectives: (a) Tighten up security. (b) Get a new building. (c) Take advantage of surveys made to anaiyze how we viewed by those looking at our operations and how best take advantage of their constructive suggestions. 9.
