C. 20505 Dear Mr. Colby: It was good to talk with you last Friday and to know of your willingness to come before our committee in executive session. I fully appreciate your concern that there be a free exchange of views and that this could best be handled in executive session followed by a quick process of sanitizing the hearing record for public release. I also am aware of your commitment to the Oversight Committees with reference to operational matters and I can assure you this will be respected. As you noted, however, the analytical resources of the Agency are considerable and would be of great benefit to the Joint Economic Committee. Therefore, I invite you to come before an Executive Session of the Priorities and Economy in Government Subcommittee of the Joint Economic Committee at an early date to be arranged in coordination between our staffs. I propose that your testimony and the Committee's questions be directed to the following areas of economic interest. 1. Comparative analysis of the US, USSR, and PRC economies with an additional view to mid and long range projections and allocations of resources by sector. 2. Comparative analysis of the commitment of resources to military and space functions in the US, USSR, and PRC. Extent of information publicly available, consensus of intelligence community, quality of data, techniques of comparison. 3. Would you propose ways in which Congress and the American public can become more familiar with the intelligence community, its legitimate requirements, budget, responsibilities, while at the same time protecting intelligence sources and methods. I recognize this is a difficult question but nonetheless one that is constantly at hand. (EXECUTIVE REGISTRY fRE~..
