To: All Departments
In the Letter of Transmittal, Government Printing and,,Binding Regulations
No. 22, December 1972, you were advised that the Joint Committee on Printing had
reached the conclusion that the continued operation of each department-operated
printing plant should be rejustified as a necessary preliminary to the issuance
of a new plant charter.
Since that time, a limited number of such actions have been consummated. We
now find, however, that the extreme impact of printing paper shortages on both in-
house Federal printing production and commercially procured printing and binding
has significantly affected our timetable in this rechartering program.
This determination has been affirmed by the recent completion of a Joint Com-
mittee staff field review and subsequent analysis, in depth, of the operations of
the Government Printing Office Regional Printing Procurement Offices throughout
the nation, together with the responses being effectuated by department and agency
printing plants.
In the light of those findings, the previously announced rechartering program
is herewith suspended until further notice. Despite this deferral, nevertheless,
printing plants will be well advised to fulfill the Joint Committee's commercial
procurement policy to the maximum practicable degree and with reasonable promptness.
Map and Chart Printing Plants
Due to their highly specialized nature, these plants are not subject to the
rechartering provisions of these regulations and they are authorized to produce
multi-color flat and/or folded maps and charts without referral to GPO procurement
offices.
Additionally, departments have the option to procure map and chart work di-
rectly from commercial sources, or through GPO procurement offices.
Finally, however, in-house production is limited to maps and charts, with all
other supporting publications to be procured commercially unless otherwise author-
ized by the Joint Committee on Printing.
This interim amendment to Government Printing and Binding Regulations No. 22
supersedes any and all provisions of those regulations, heretofore promulgated,
which are inconsistent therewith, and is effective immediately.
