1974, outlining my responsibilities with respect to the U. S. foreign
intelligence cor_zmunity. Your words of support of the intelligence
function are an encouragement and stimulus to all of us in that field.
Your words affirming the responsibilities of my office to exercise
leadership are a strong personal and institutional endorsement.
Their effect will be to reinforce the determination of all of us and of
me personally to produce intelligence of the highest quality attainable.
We have some accomplishments in the past of which we are modestly
but in our view justifiably proad; more importantly, we recognize
the truth of your charge that ''much remains to be done." We will set
about the task with renewed enthusiasm in view of your memorandum.
