L The basic purpose of the assistance
rendered by the Agency was to assist the Bureau of Narcotics and 25X1
Dangerous Drugs in the maintenance of security in connection with
activities directed against international drug traffic.
Concurrently with the establishment of the new Drug Enforce-
ment Administration, the Agency has been asked by members of your
staff to consider continuation of the assistance previously rendered
the Bureau of Narcotics and Dangerous Drugs. I have carefully
reviewed this request in light of the prohibition in the National Security
Act of 1947, as amended, "That the Agency shall have no police,
subpoena, law-enforcement powers, or internal- security functions.
In order to avoid any possible misinterpretation, I have determined
that the Agency should discontinue this assistance and it is requested
that appropriate arrangements be made to terminate the ongoing
administrative support.
Please be assured that I intend that the Agency shall continue
to cooperate fully -i;, ith the Drug Enforcement Administration in other
