McClellan Chairman, Coassittee on Appropriations United States Senate Washington, D.C. 20510 Dear Mr. Chairman: I an enclosing for your information copies of the final versions of the Objectives for the Intelligence City for Fiscal Year 1975 and the Key intelligence Questions for Fiscal Year 1975. The first part of the Objectives I have termed "Substantive Objectives $ n and the Key Intelligence Questions are designed to be responsive to and to support these Objectives. The Key Intelligence Questions we issued as guidance to the Intelligence Comaunity for the collection and production of intelligence on subjects of major importance to national- level intelligence consumers. They represent an effort to establish substantive intelligence needs as the driving force for the Intelligence Community. The organisation evaluation, and rest allocation processes of the Intelligence Comstunity should seek to satisfy such intelligence requirements. Reflecting this, I have called the second section of the Objectives "Resource Management Objectives." It deals with the iAteraetion of the members of the Intelligence Canomity and the allocation of resources to and among them. Milestones have been estab- lished to measure and evaluate our progress toward satisfying these Objectives and to provide a customer satisfaction orientation to our resources review. The Objectives will become the basis fbr my annual report to the President on how effectively the Intelligence Community performs during fiscal Year 193. 1 intend to ensure that the substantive intelligence needs of our customers dominate discussions and decisions about the Intelligence C ty.
