SUBJECT: Meeting with Chairman Hebert on 1.3 July 1973
i. I stopped to see Chairman Hebert, and in the course of a friendly
and as usual fascinating discussion, the following Points were made.

2. Chairman Hobert said not to worry about th
bill, as this would be referred to his Committee and would be brought into
proper form. He asked whether I would be willing to appear in public on pos-
sible changes in legislation. I said I would, if that was the desire, and re-
iterated my suggestion of the addition of the word "foreign. " Chairman Hebert
asked what I thought of the idea of saying that various activities could be con-
ducted only with the President's personal approval. I said that it seemed
reasonable, but that it might be better to proscribe the -.gency from such
activities entirely in view of today's politico, as a provision for the President's
personal approval might raise a political problem of its own.
3. 1 mentioned my requirement to provide Chairman McClellan a letter
with respect to what parts of the budget naijht be made public. I said I was
aware that Chairman Mahon might have some views on this and that I would
to keep him informed in advance of anynaterial we send to Chairman
McClellan. In this connection, I offered Chairman Hobert the same budget
briefing we had given to the Senate Armed e'ervices Subcommittee. Chairman
Hobert said that he did not think this necessary. I also asked Chairman
Hebert if there are any changes we should k?e making in the way we keep his
Subcommittee informed of what is happening in the world. He suggested that
the less done along this line, perhaps the butter. He is deeply concerned
about the exposure of the Agency and its activities to leakage and political
dispute.
4. I showed Chairman Hebert the first of the NSCID's and described
the attempt of the Senate Armed Services Subcomxnittee to see this 'secret

charter. " Chairman Hebert read a bit of 4,e first one and suggested that I
show the full account to Mr. Nedzi. I Inc.laded in this account a description
of the 40 Comex itteee and its individual approval of our activities in the
covert action field.
5. Action; OLC. please (a) orgy .ze a meeting with Chairman
Mahon so I can show him the letter we prepare for Senator McCleelln and
(b) arrange a meeting with Mr. Nedzi to go over the NSCID's. I will handle
both of these meetings but would like Mr. Maury to accompany me.
